Based on the conversations held earlier in 2021, it is staffвЂ™s understanding that when City Council refers to developing Guiding Principles, City Council is looking to engage in what is essentially a visioning process, which could involve the following:

Development of a set of Guiding Principles is a common practice by community leaders, elected officials, and organizations.

To help with this discussion, staff outlined a potential timeline for when conversations could be held (Potential Topics Discussed List that is included in the City ManagerвЂ™s Report) and prepared a binder of information related to prior discussions held, and prior research compiled, related to the Fire Station.

During budget work sessions earlier in 2021, City Council discussed the concept of approaching the Fire Station discussion through the development of a set of guiding principles that would help frame the вЂњnuts and boltsвЂќ discussion.

OHM Advisors, the CityвЂ™s engineering firm, is currently coordinating with the contractor and MDOT to schedule a pre-construction meeting for this project The mobilization and road construction portion of this work is anticipated to begin in July 2022 (next fiscal year).ДЇire Station Guiding Principles (Justin Breyer, City Manager/City Clerk).

Subtracting the TIP award dollars, the CityвЂ™s portion of the project is approximately $200,000.

Through the MDOT bid letting process, the project was awarded to All Star Excavating for $734,911.94. During the Jmeeting, City Council approved MDOT contract 21-5282 for this project, allowing for acceptance of the TIP grant dollars and for the bid to be awarded. The City was awarded Federal Transportation Improvement Program (TIP) funding for the Third St.Proposal from OHM Advisors for Construction Engineering Services for the 3rd Street and Broad Street Reconstruction Project for an Amount not to Exceed $142,600 (Justin Breyer, City Manager and City Clerk) However, the installation of that replacement pole requires the submittal of a separate Small Cell Wireless Facilities Permit Application, by AT&T.

In order to accommodate VerizonвЂ™s small cell equipment, AT&T must install a replacement pole. The existing AT&T pole is less than 40-feet tall.

Council is scheduled to consider the above referenced application for the co-location of new small cell equipment on a replacement AT&T pole, located in front of 7444 Dexter-Ann Arbor Road (Lat: 42.33214 Long: -83.87918).
